Thanks everyone for your help, the issue has now been resolved, with the help of Nadia on a Ranorex support call. We changed the name we were using for the license server and added some licenses to the license server, but the biggest factor was probably that my colleague was storing the Ranorex solution on a network drive. When he moved the solution to the local Documents folder on the VM, together with the other changes, everything worked as expected.

Thanks odklizec, the test is started locally, when the user logs into the VM.

Do we need to do that on the VM where we are running Ranorex or on the machine that contains the license server?

f you receive the error message, "Could not connect to the Primary Server. Check that the specified machine is accessible and has a License Server Installed." Go to Windows Services and make sure the 3 License Server services are running. If the first 2 are not running, go ahead and start them
