Reconnecting the android device to the tool after the reboot

Hi,
The test case I am trying to automate involves rebooting of mobile device in between and then the script continues.
But after reboot happens I get the error message and test execution fails.
The error message shown is :
Failed to connect to the device with host '127.0.0.1' and port '31002'. Error: No connection could be made because the target machine actively refused it 127.0.0.1:31002
No connection could be made because the target machine actively refused it 127.0.0.1:31002
Please help...
